The short answer
As far as we can establish, municipal land is only sold by a tender process after it is advertised for public participation.
The whole question
Is there any way that my fiancé and myself can buy a piece of land from the municipality? We are currently renting a flat but the rent always goes up. We don't want the plot for free and would be able to pay the plot off monthly like we're paying our rent at the moment but at least it would be ours in the end. We just want something for ourselves with space to move around and have a garden.
Thank you in advance.
The long answer
Thank you for your letter about renting to buy a piece of land from the municipality.

The City of Cape Town distinguishes between “viable” and “non-viable” land and sets out the steps involved in a booklet called Applying to Buy or Lease Municipal Land Booklet.
