Can I apply for early retirement without penalties before I turn 55?

The short answer

No, if you are 54 or younger, you do not meet the requirements.

The whole question

Dear Athalie

Can I apply for the Phase 2 of the early retirement without penalties on 1 April 2026, even though I will only be turning 55 in February 2027? 

The long answer

You will only become eligible to apply for the programme once you reach the age of 55, and you can apply during the application period that is open at that time. A circular from the Department of Public Service and Administration indicates that for the 2026/2027 financial year, the application window for financial support from the National Treasury is 1 April 2026 to 30 September 2026. It is not yet clear if this will be the case, but it is likely that the general application period for the 2026/2027 cycle will close around September 2026. The current application period (Phase 1) is for early retirement between October 2025 and 31 March 2026, and the deadline for applications is 30 November 2025.

Perhaps it would be best to check with your HR department when the application period will be open after your 55th birthday in February 2027. 

The specific application form to apply is available from the Department of Public Service and Administration, and must be submitted together with a letter of approval from the HR department and a certified copy of your ID.
