The short answer
Unless you live in the Western Cape, it is likely you still have to go to the housing office in person.
The whole question
Is it possible to apply for an RDP house online instead of going to the housing office?
The long answer
The only province that seems to offer online services is the Western Cape: the following information is copied from the Western Cape Government website:
You can register:
on the Housing Database online;
at your nearest City housing office;
at the MyEstate mobile office when it comes to your area;
You will need to submit:
a certified copy of your ID and spouse's ID, if applicable;
a completed Housing Assistance Form (in the document download section below)
certified copies of your children's birth certificates, if applicable;
certified copies of marriage or divorce certificates;
details of special needs within the household, and supporting documents such as medical records;
proof of address.
log onto the Housing Database online (you will need your cell phone number as the one-time password);
SMS your 13-digit ID number, followed by a space and your surname, to 44108
For more information about registering or updating your details on the Housing Database.

I couldn’t find any similar information from other provinces, and there is no general announcement from the housing dept about changing the way you can apply for an RDP house under lockdown, so it is likely that you still have to go to the offices in person.
